
MOSCOW — On the eve of the first anniversary of the terrorist act in a Beslan school, ROMIR Monitoring research company held a public opinion poll on the most efficient means of fighting international terrorism. Respondents were able select several options, therefore the total can exceed 100 percent.
More than one third of Russians said that the use of force was the most effective method of fighting terrorism. 38 percent of people questioned said it was necessary to enhance intelligence and reconnaissance operations against terrorists. 33 percent of respondents more referred to preventive attacks on terrorist bases as the most effective method. Some 32 percent also spoke in favor of reinforcing state borders, 22 percent supported protection of important sites that could become a target for terrorists.
Less than 20 percent believe that the terrorism issue could be settled only by imposing constraints on the activities of extremist organizations in industrialized countries, regulating migration processes and reducing poverty in emerging nations. 6 percent of respondents agreed it was necessary to negotiate with terrorist leaders.
